BUSTED! 51 arrested and charged, accused of manufacturing fraudulent prescriptions & filling them

The U.S. Drug Enforcement Administration announced Thursday, October 16th state and federal charges against 51 people in total related to the illegal distribution of pharmaceutical controlled substances in the Milwaukee metropolitan area.
“The Brown Maki organization is alleged to be responsible for producing approximately 196 fraudulent prescriptions accounting for over 25,000 oxycodone pills,” Milwaukee County District Attorney John Chisholm said.
You notice that there no mentioned of any pharmacy involved in filling all 196 of these fraudulent Rxs. So does this mean that these pharmacies have 25,000 doses unaccounted for… because of the fraudulent Rxs ? Is that more DEA fines just waiting to be imposed ?
OR
Since this investigation went on for abt ONE YEAR… the DEA knowingly allowed C-II opiates to get to the street… so that they could build their case ? So they could have been contributing to some over dose deaths… in order to build the case ? I would guess that their mission is more important than the life of numerous addicts/junkies.. that OD’d ?
